Mix potatoes, onions, bread crumbs, cilantro, spices, and salt and pepper in a large bowl to combine everything well. Form into four equal-sized circular patties and set aside.
Heat oil in a large non-stick frying pan and shallow fry the burgers until brown and crisp on both sides.
Spread green chutney on one side of the buns and layer the patties with slices of fresh onions and tomatoes.
